Request for Proposals
The City of Dixon is accepting proposals from consultants for Phase I and Phase II engineering design and construction-related engineering services (CE) for the construction of Project ROCK!. The evaluation criteria and weighting for this project are as follows: technical approach – 25%, firm experience – 25%, staff capabilities – 25%, work load capacity – 20%, and local presence – 5%.
Consultants must request a proposal packet from the city by electronically submitting their request for RFP materials in PDF format on company letterhead to Dixon City Clerk Keesha Kunde at . The packet will consist of the following: City of Dixon Project ROCK! Request for Proposals, Project ROCK! RFP Format Instructions and Timeline, City of Dixon Qualified Based Selection (QBS) Policy and Procedures, IDOT BDE DISC 2 TEMPLATE Conflict of Interest Form, and the City’s RAISE grant application containing a detailed description of the project, goals and history.
Proposal responses are due on Wednesday, 08/10/2022 at 4:00 pm at City Hall, 121 W. Second St., Dixon, IL 61021 and shall be delivered to the attention of Dixon City Clerk Keesha Kunde. Late submissions will be rejected. The technical proposal must not contain any cost information. All proposals shall include conflict of interest forms for the consultant and sub-consultants. Firms shall deliver three electronic copies on USB flash drives in PDF format and, at minimum, three bound copies (no three-ring binders). Proposals will be evaluated and at least three consultants will be selected to interview for this project. Interviews will be held on Wednesday, 08/17/2022 in the Lower Level Conference Room at Dixon City Hall. No more than three key staff members for the consultant firm shall be present at the interview. The consultant’s project manager must be present and make a presentation at the interview. The interview will be a maximum of 90 minutes. The consultant should be prepared to make a presentation (a maximum of 30 minutes in length) outlining their qualifications and experience with projects of similar scope and magnitude. The consultant should also demonstrate their understanding of the project and engineering services required. The remainder of the time will be a question and answer session.
As a part of their submission, prospective firms must provide information regarding all sub-consultants to be used in conjunction with this project. Details on utilizing Federal grant dollars on other projects should be specifically pointed out. An acknowledgement should be included of the following grant deadlines: Design approval must be completed no later than 11/30/2023, the anticipated Letting Date is 08/02/2024 and Obligation of Funds must be completed no later than 09/30/2024.
